The draft of the Public Service Rules is expected to be ready for discussion in early 2027, Minister Zulfikar Ally said during an interview with the Department of Public Information.
Public Service Rules date back to 1987. A steering committee was established early in the new term and submitted recommendations, which the government is analysing. The next phase will involve consultations with key stakeholders before finalising the draft rules for wider discussion.
The initiative is part of the government's wider programme to modernise the public service and strengthen the systems governing its operations. The ministry has placed greater emphasis on capacity building, customer service and digital transformation.
The ministry reports that approximately 3,481 public servants have been trained. Training covered customer service, professionalism and ethics, ICT literacy, project management and digital transformation.
The review is expected to complement these wider reforms by updating the framework that guides the public service’s operation and management. The government is advancing work on modernising Guyana’s Public Service Rules.
